Cindy is a visionary and innovative management consultant with 35+ years of cumulative experience in federal and state program development, nurturing, and partnership building including 20+ years within the affordable multi-family and special needs housing industry and 10+ years in administrative and program design.
Cindy is known for employing deep functional expertise with a holistic perspective. She captures value between the boundaries and silos of any organization regardless of size or type, including large or small, commercial or non-profit, or government and public sector organizations. She has an accomplished career as a creative, energetic, and proactive leader with vision in planning, developing and managing all facets of federal and state programs and grants for affordable housing and homeless initiatives with limited resources, from program inception design to long-term operational practices and staff management, focusing on solutions and programs that demonstrably advance an organization's mission. She is a dynamic and intuitive individual able to bring energy, enthusiasm and humor to motivate and coach staff to achieve potential and meet organizational objectives.
Notable Highlights
- Played integral role as organization member in leadership; built and implemented a 5-Year Strategic Plan that discussed and laid out both short- and long-term goals for the organization, including the Maine State Consolidated Plan in the areas of housing and homeless initiatives.
- Overhauled and transformed the Statute of the Maine Homeless Rule to boost funding allocation for the shelter system and created a performance-based system through data analysis, stakeholder collaboration, and working closely with focus groups and State & Board Officials.
- Fostered continued improvement in planning resource allocation, fiscal and risk management, and loan underwriting; knowledgeable in housing and homeless resources including: FedHOME, CDBG, Federal Home Loan Bank, Maine Tax-Exempt Bonds, and StateHOME funds.
- Spearheaded the design, support, and implementation of various programs with a combined $6M of State and Federal funding, and homeless housing production programs totaling a budget of $5M in State funds and $10M in Tax-Exempt Bonds.
